Kim from North Korea, he has WMDs and is in the testing phase and allot closer to the US then Iraq. And North Koreans have less freedom then Iraqis had under Saddam.
Kim Jong Il is a serious threat to the stability of South Korea and Japan. He is also probably insane, which makes him difficult to predict. And, he has the potential for serious nuclear weaponry within his grasp. That, coupled with the fact that he hates everything in the United States except for some films, makes him pretty frightening.
