well the tall buildings and homes are especially designed to withstand earthquakes any way, they are flexible and ive been told some have wheels!? Alot of the buildings, roads etc. are aslready desgined for when earthquakes come. And volcanoes? well they can pack as much stuff a possible and evacuate, you can't stop a paraclastic flow or lava running down the mountains. All they can do is warn people to save lives, not buildings.
First, build traditionally, light dwellings and not multi-storied ones as in the case of traditional Japanese houses. Now, with the modern trend of building massive, skyscrapers adapt quack resistant foundations and structures. Earth-quack engineering has become a separate discipline. People develop a philosophical, tolerant attitude to forces of nature. When there is destruction they get back to salvaging and rebuilding without a murmur. As a rule they keep off the volcanoes by a wide margin and dwell in plains. These calamities being extremely unpredictable they have to have that attitude which may not be the norm in the west.
even with the early warning systems, there are so many people packed into the cities, they can't evacuate very well. maybe they'll rebuild the buildings to be better able to withstand the earthquakes. the governments need to think more about the safety of the people.

they have equipment tht can normally tell whn an earthquake is about to occur and evacuate, but its out of their control sadly
china is under FOUR tetonic plates!! thy just have to be prepared for when it happens

its hard to be ready but they should have like an emergency aid kit and a plan on what to do if one occurs...thats about the best anyone can do lol
