Is it true touching a person with blonde hair is considered lucky in east asia?

A relative or friend of a relative recently told me that on a trip to east asia recently, everyone wanted tot ouch her friend's blonde hair fo luck and asked her friend to hold their baby and stuff.

lol. That's crazy but I believe it. Panda poop is lucky in China. I'm going to have to tell my sister to go east asia for summer vacation. She wouldn't have any idea why everyone wanted to touch her. :)
